By implementing the project called MY STREET Action, Contract no. CIVIC_03-2013, the associative structures generically called MY STREET Civic Associations have been established on three streets with houses, in the Historic Center of Brasov city. Those Civic Associations act to save the architectural heritage areas and encourage the neighborhoods’ self-development by involving those who live there.
-
Principles of organization of MY STREET Civic Associations are:
- 1. Mutual aid between residents of a street,
- 2. Strengthen neighborhood relations and
- 3. Lucrative collaboration with all organizations that contribute to the effective managing and troubleshooting of those streets
We proposed a bottom-up, step-by-step, approach, with ,,cascade effect”:
Step 1: Create the associative structures! MY STREET Civic Associations have been established on three streets placed in the Historical Center of Brasov (Cerbului Civic Association, Postavarului Street Civic Association and Pe Tocile Street Civic Association). These are non-formal associative structures (not an NGO nor owners associations). The three associations gor support from the applicant, the Association Together for Community Development - AIDC and its partner, Association The Urban Art Depot-DAU to carry out several power of example” interventions, in order to improve the appearance and functionality of the target streets.
Step 2: Make the civic asociation work! The project encouraged independent activity of MY STREET Civic Associations by developing Action Plans that include street problems and methods of solving them by involving their residents. AIDC provided assistance to cooperation with public institutions, service providers, stakeholders, sponsors, institutions, organizations and also with business units that are based on those streets. In this regard, three initiatives were promoted by Cerbului Street Civic Association, three initiatives were promoted by Postavarului Street Civic Association and four initiatives by Pe Tocile Street Civic Association.
Step 3: The establishment of new MY STREET Civic Associations has been prepared, by inviting people to attend the meetings of the three existing associations and by promoting their results through the media. (local cascade effect). In this respect, the following actions have been completed and presented to the public: a 30-minute TV show on the project and its results to the RTT regional TV station, three live reports on the ground on the implementation of the ,,power of exemple” interventions, broadcasted by Digi TV Brasov- the cable TV regional provider , Antena 1-the national TV station and Adevarul national on-line newspaper and seven articles on the project development were published in the local/regional media.
Introduce the ,,power of exemple” interventions ! The ,,power of exemple” interventions were as follows: installing boxes with bags for pet waste to all three streets, installing street notice boards on the three streets (both tourist information on street history/heritage and street administration information posted on the boards), installing custom house numbers on Cerbului Street, development of green spaces and flower arrangements on Postavarului Street, street animation arrangements on Rope Street (part of the Cerbului Street Civic Association), the restoration of a set of historic gates (listed as heritage objects) on the Pe Tocile Street no. 26 and finally, organizing Fatzada Street Fest 2013 as a major urban culture event, on all three streets, led by the partner Association The Urban Art Depot.
Step 4: Go wider! The establishment of MY STREET Civic Associations was initiated in other cities of Braşov County, as Codlea and Rasnov, where AIDC has developed civic projects previously and in cities of Mures County (in Tg. Mures, AIDC collaborates with Oasis Foundation for Human Ecology ). (regional cascade effect). A first step was made by sending 3 copies of Civic Associations Guide Stradale to the Oasis Foundation to be presented at several neighborhood meetings in Tg. Mures. The guide was also delivered to the mayors of Codlea and Rasnov in Brasov County.
Step 5: Celebrate and share success! My Street Civic Association Guide was developed, to be used by any interested citizen to start such an initiative. The Guide was distributed to the active members of the civic associations (100 copies) and it is available in PDF format on the AIDC website, www.asoidc.ro. Informative leaflets on each MY STREET Civic Association (300 copies) were printed and distributed to the households of the target streets, to better inform residents and attract their interest in direct involvement to solving their street problems. The project was promoted with 52 posters on Civic Associations' activities and initiatives. The MY STREET Civic Association Charter was printed in 6 copies and distributed as follows: 3 copies posted on the street notice boards, one copy offered to media representatives and 2 copies offered to the partners. The project implementation film has been developed (a 9 minutes film about MY STREET Civic Association creation and operation) and is available on the AIDC site.
Step 6: Support! AIDC has set the Information-Advice-and-Technical-Assistance Point , which provides durability to the existing My Street Civic Associations and supports the creation of new MY STREET Civic Associations. AIDC is promoting MY STREET Civic Associations by posting their activities and the results of their initiatives both on on its website and on the project Facebook The project can be applied to any street with houses in any community of urban or rural Romania. (National cascade effect).
Next steps- AIDC presented the project and its results to the NGO Heritage Platform organized by Heritas Foundation in Sibiu, in November 2013
- For 2014, the Association Together for Community Development - AIDC programmed and applied for funding to establish new MY STREET Civic Associations on other 5 blocks from the historic center of Brasov and on a number of streets in the rural communities of Brasov metropolitan area . The active members of the three pilot-Civic Associations will be the ,,mentors '' for the associations to be set up .
